use the "Carmelit" ! the Haifa local subway.
no traffic, and very easy to use.
the Carmelit it's actually not a "sub-way",
its Funicular witch actually kind of an underground cable car.
the closest station located 4 minuets walk from the apartment and it can take you anywhere from the downtown to the top of the Carmel center (Bahai-gardens) in less then 7 minuets.

Haifa was built on a mountain, which means you can actually see and walk threw all the sights and neighborhoods by using the stair walks.
get on top of the mountain with the Carmelit and walk yourself downtown.
