Tanzimat döneminde, Sultan Abdülhamit ve Sultan Abdülaziz tiyatro seyretmek için Beyoğlu'nda, İstiklal Caddesi ile Sahne Sokağı'nın kesiştiği köşede yer alan ünlü Naum Tiyatrosu'na gelirlerdi. Verdi'nin "II Trovatore" adlı ünlü operası da, Paris'ten önce İstanbul'da bu tiyatroda sahnelenmiştir. Naum Tiyatrosu, sahnelenen İtalyan operaları nedeniyle İstanbul'un ve Avrupa'nın sayılı kültür merkezleri arasına girmiştir. 1870 yılında gerçekleşen büyük Beyoğlu yangınında, Naum Tiyatrosu da yanarak yıkılmış ve yangın sonrası yeniden inşaa edilen binalardan biri olmuştur. "Galata Bankerleri" sanıyla tanınan Rum bankerlerinden Hristaki Zografos Efendi, 1876 yılında, yanan Naum Tiyatrosu'nun yerini satın almıştır. Bu arsa üzerine, İtalyan mimar Cleanthy Zanno'ya çizdirdiği proje ile içinde bir çarşı ve apartman bulunduran, yeni tipte bir bina yaptırmıştır. 1876 yılında yapımı biten binanın altında, o dönemde moda olan, Paris tarzında düzenlenmiş 24 dükkan, üstünde ise 18 lüks daire bulunuyordu. Dükkanların oluşturduğu pasaja "Hristaki Pasajı", binaya ise "Cite de Pera" adı verilmiştir. Pasajın ilk dönemlerinde açılan Acemyan'ın tütüncü dükkanı, Maison Parret ve Vallaury'nin pastanesi, Japon mağazası, Natürel çiçekçisi, Pandelis'in çiçekçi dükkanı, Schumacher'in fırını, Papadopulos'un mücellithanesi, Keserciyan'ın terzihanesi, Yorgo'nun meyhanesi, Sideris'in kürk mağazası gibi işletmeler bu dükkanlardan birkaçıydı. 1908 yılında bina mülkiyetinin Sadrazam Sait Paşa'ya geçmesiyle birlikte pasaj "Sait Paşa Geçidi" adını almıştır. 1940 Mütareke yıllarında ise pasajdaki küçük dükkanlara çiçekçiler yerleşmeye başlamıştır. Ekim Devriminden kaçan beyaz Rus kadınları, baronesler ve düşesler de burada çiçek satanlardan bazılarıydı. Cite de Pera bir süre çiçek mezat yeri olarak da kullanılmaya başlanınca, Beyoğlu'ndaki çiçekçiler pasaja toplanmış ve pasajın adı "Çiçekçiler Pasajı"na dönüşmüştür. 1940'lı yıllardan başlayarak açılan bira ve meyhaneler, bir süre sonra apartman sakinlerini ve çiçekçileri yavaş yavaş başka yerlere taşımış ve geriye sadece "çiçek" adı kalmıştır.
