Snag a burrito at the walk up window at El Rio, walk across the street into the park and hang out by the river while you eat. I'm not sure if it's legal to have a cold beer here too but I doubt anyone will care. This is one of the few places with an abundance of grass, so it's easy to lounge out and enjoy.

Nice park in the heart of Kernvillle. The park had picnic tables, allowed dogs, has a path along the river waterfront, playground, and several nice trees that provide good shade. It also has free street parking, although this is limited, and I can see how in the summer it must be hard to find parking. It is also close to a few restaurants and shops. Some people were fishing right on the waterfront.
